Haʻapai Group (Central Tonga)

Overview
The Ha'apai group is a wide scattering of low coral atolls and reef islets with a handful of small villages and minimal infrastructure. The administrative centre is Pangai on Lifuka Island, connected by causeway to Foa to the north.
Attractions
Humpback whales are the headline draw. The whales arrive from July and remain through October to calve and nurse in the sheltered waters between the islands. Encounters are common under sail between anchorages, and licensed whale swimming operators work out of Foa and Uoleva during the season. Swimming with whales requires a licensed guide, groups are limited to four people per whale, and vessels must remain at least 300 metres clear. The rules are enforced and the penalties are significant.
The diving and snorkelling across the group is consistently rewarding. Matafonua House Reef, off the northern tip of Foa, offers a drift snorkel through the pass over healthy hard coral with strong fish populations, and leopard sharks are resident in the area. Timing the drift to coincide with the incoming current, roughly low tide or two to three hours after, gives the best conditions. Benny's Reef offers large coral bommies with current running between them, where leopard sharks have been spotted resting at the base of the formations. The Wall Dive near the Lobster Islands, 'uo' being the Tongan word for lobster, descends through a coral garden at around eight metres before dropping to a wall with gorgonian fans at fifteen. Muitoa South has caves, sharks, and turtles along a drop-off to twenty metres.
Uoleva Island, south of Lifuka, has a cross island trail, and is walkable from end to end along its beaches.
A'a Cave is a sea cave accessible by dinghy at high tide, with a colony of small bats roosting from the roof.
Notes for mariners
Ha'apai requires the same coral navigation discipline as Vava'u or the Tuamotus. Most anchorages sit over sand with scattered bommies, and floating the anchor chain is standard practice. Very few anchorages offer protection from westerly winds, making weather awareness important. Navionics charts are generally reliable but satellite imagery is a useful supplement, and approaches to anchorages should be made in good light with a bow watch.
Yachts transiting between island groups within Tonga must clear in and out of each group separately. The customs office in Pangai handles Ha'apai clearance; pre-filling the Local Movement Report before arrival speeds up the process. Fines for non-compliance are enforced.
Fuel availability in Pangai is unreliable and provisioning is limited to a handful of small stores with basic supplies. Outside Pangai, the outer islands have no shops, fuel, or repair facilities.
Passages between Vava'u and Ha'apai and onward to Tongatapu run through open water with no protection from the south or west. Passes between islands in the Lulunga group are reef-bound and best transited with a track prepared from satellite imagery.
