Maritime history

The Bay of Kotor has been a centre of maritime activity since Roman times, when the settlement of Acruvium occupied the site of present-day Kotor. By the 12th century, Kotor had developed into a significant Adriatic trading port with ties to Dubrovnik, its growth reflected in the construction of the Cathedral of Saint Tryphon in 1166, funded in part by maritime merchants. The bay's deep shelter and commanding position on the southern Adriatic made it a prize contested by successive powers including Byzantium, the Serbian Nemanjić dynasty, and Hungary, before Kotor entered a period as an independent city-state from 1391 to 1420.

The four centuries of Venetian rule that followed, from 1420 to 1797, defined the bay's maritime character. Venice invested heavily in Kotor's fortifications and transformed the town into one of the principal bridgeheads of its Adriatic empire. Shipbuilding and seaborne commerce flourished, and the Boka fleet grew to around 300 ships by the 18th century, making the bay a rival to Dubrovnik and Venice itself. The Scuola Nautica, a naval academy established in Kotor, trained officers who served across the Adriatic. The Venetian architectural legacy remains visible throughout the bay's coastal towns.

Following the fall of the Venetian Republic, the bay passed briefly through French hands before coming under Habsburg control in 1814. During the Austro-Hungarian period the bay served as a forward naval base, and the region produced the majority of sea captains for the Österreichischer Lloyd shipping company. In 1918, Slav sailors of the Austro-Hungarian navy mutinied at Kotor, one of the earliest armed uprisings of the war's final year, and the town was subsequently incorporated into the Kingdom of Serbs, Croats and Slovenes.

After the dissolution of Yugoslavia in the early 1990s, the bay's long role as a strategic naval base came to an end. That history is most visible at the entrance to the bay, where the Abandoned Submarine Pen is among several tunnel complexes cut into the cliff face by the Yugoslav People's Navy during the Cold War to shelter submarines from aerial detection. Porto Montenegro in Tivat now occupies the site of the former Austro-Hungarian naval arsenal, completing a continuous arc of military maritime use stretching back more than two millennia.
